The National Liberation Army (ELN), a guerrilla organization, is allegedly to blame for the recent kidnapping of Luis Diaz’s father, according to the Colombian government. The involvement of an ELN unit in the kidnapping has been formally verified by the government’s peace mission, which is currently holding talks with the ELN.
